A woman has been apprehended for allegedly sitting the Institute of Chartered Accountants of Nigeria (ICAN) examination on behalf of Sarah Enoch Adi, the Commissioner for Finance in Taraba State.
In a video released by Sahara Reporters, exam officials questioned the suspect, who identified herself as Leavitt Felix. However, records showed the registered candidate was Commissioner Sarah Enoch Adi.
When pressed, Felix admitted she was writing the exam on behalf of Sarah Adi. Asked for her own name, she replied, “Leavitt Felix.”
Supervisors pointed out discrepancies between her claims and the details in their official records.
One supervisor reminded Felix that she had earlier said she worked with the Ministry of Finance, a link consistent with the commissioner’s background.
Although she admitted sitting the exam for someone else, Felix insisted she had no personal ties to Sarah. She alleged a man named Joshua hired her for the task but said she did not know his surname or place of work.
Officials warned that the case could be referred to police if she failed to provide clearer details.
“All the information we are getting here… we are going to get some double information from the police,” a supervisor cautioned. “We want to make it easy. So, if you give us the information, you just go. There is no need to waste our time.”
This adds to a string of controversies surrounding Commissioner Adi since her appointment. In August, civil servants in Taraba State urged Governor Agbu Kefas to dismiss Accountant General Mr. Gauis Danjuma and Commissioner Adi over alleged irregularities in a biometric verification exercise.
Speaking during their strike, workers condemned the exercise, which they said removed over 7,000 names, including those of Directors and Deputy Directors, from the payroll.
They called for competent replacements to restore order and prevent a repeat of the crisis.
In June 2025, under the supervision of Finance Commissioner Adi and coordination of Mallam Haruna Abdulkadir, the Permanent Secretary in the Office of the Secretary to the State Government, the Taraba government carried out a verification exercise that declared more than 7,000 workers as ‘ghost employees.’
According to the Forum of Commissioners of Finance in Nigeria, Adi was born on April 9, 1973, in Wukari, Taraba State (then part of Gongola State), to Mr. and Mrs. Enoch Adi.
She reportedly earned a Doctorate in Accounting from Nasarawa State University, Keffi, in 2023, and a Master’s in Banking and Finance from Ahmadu Bello University, Zaria, in 2011.
Before that, she obtained both a Higher National Diploma (2006) and a National Diploma (2004) in Accountancy from Plateau State Polytechnic, Jos, as well as a Diploma in Tax Administration from Kaduna State Polytechnic in 1998.
Governor Agbu Kefas appointed her in August 2023 as Commissioner for Finance, Budget, and Economic Planning, a role she still occupies.
