Ribadu Admits Providing Weapons for Hunters, Vigilantes

The Office of the National Security Adviser (ONSA) has acknowledged providing weapons to trained vigilantes and other auxiliary personnel as part of Nigeria’s counterterrorism framework. The admission followed public debate surrounding recent security activities in Kwara State.

The clarification from ONSA came in response to viral reports and videos alleging that authorities illegally armed groups operating in Kwara, claims that have been rejected by the Kwara State Government and security agencies.

In a statement issued on Tuesday, the Head of Strategic Communications at the National Counter Terrorism Centre (NCTC), an ONSA department, Abu Michael, explained that support to vigilantes was lawful and designed to assist security forces in tackling terrorism, banditry, and related criminal activities, particularly in hard-to-reach areas.

Michael stated that the NCTC, operating under ONSA, derives its mandate from the Terrorism Prevention and Prohibition Act, 2022, which authorises coordination and support for counterterrorism efforts nationwide. He said the response followed media reports concerning the recovery of a rifle in Kwara State allegedly linked to ONSA.

“In line with the National Counter Terrorism Strategy (NACTEST), Nigeria’s kinetic approach includes the deployment of hybrid forces,” he said. “This involves the coordinated use of regular security forces and trained irregular auxiliaries, such as hunters and vigilante elements, to operate in difficult terrains, including forest areas.”

He noted that the approach was not unprecedented, recalling its use in the North-east where the Civilian Joint Task Force worked alongside the military during operations against Boko Haram insurgents.

“The same strategy currently informs hybrid deployments in parts of the North West and North Central. These operations are aimed at degrading the capabilities of bandit, criminal, and terrorist groups, and this approach has yielded several successful outcomes,” he added.

Addressing the Kwara situation specifically, the NCTC spokesperson said reports circulating in the media were inaccurate and misleading, adding that limited public disclosure was due to the sensitive nature of ongoing operations.

“The situation in Kwara State is not different. However, media reports on the matter are inaccurate,” he said.

Michael also dismissed claims that ONSA supplied arms to socio-cultural organisations, stressing, “For the avoidance of doubt, the Federal Government and its agencies are not conducting kinetic operations with any socio-cultural groups. Claims that the Office of the National Security Adviser has provided arms to any socio-cultural organisation are false and should be disregarded.”

He emphasised that all hybrid personnel involved are recruited directly by authorised security and intelligence agencies after thorough screening, and that operations are carried out “in accordance with the law and established standard operating procedures.”

The NCTC spokesperson urged the public and media organisations to ignore unverified information and refrain from publishing reports that could jeopardise security operations.

Nigeria’s worsening insecurity has heightened public concern in recent weeks, following a rise in banditry and terrorist attacks in several states. In response, President Bola Tinubu declared a national emergency on security.

Miyetti Allah Member Arrested in Kwara With NSA-Issued Rifle

A member of the Miyetti Allah Cattle Breeders Association has been arrested in Kwara State after he was allegedly found in possession of a rifle reportedly issued by the Office of the National Security Adviser (NSA) for security operations within the state.

Sources told SaharaReporters that the suspect was apprehended in a community in Kwara South, an area that has in recent months experienced recurring terrorist attacks, kidnappings, and other violent incidents.

According to the source, residents became suspicious after the suspect was seen moving around the community with the rifle.

He was later apprehended and handed over to operatives of the Nigeria Police Force for investigation.

“The man was seen with a rifle said to have been given to members of Miyetti Allah to secure parts of Kwara State, especially Kwara South,” the source said.

A photograph shared with SaharaReporters by the source shows one of the suspects, identified as a Miyetti Allah member, allegedly concealing a rifle beneath his jacket.

The arrest has further intensified concerns among residents about the spread of firearms and the involvement of non-state actors in security arrangements across the state.

Many locals continue to question the effectiveness of existing security measures in Kwara South, where communities have repeatedly complained of frequent attacks and abductions by armed groups.

As of the time of filing this report, the Kwara State Police Command had not released an official statement on the arrest or clarified the circumstances under which the rifle was issued.

SaharaReporters had earlier reported that the Kwara State government explained that armed men recently arrested by soldiers in the state, initially believed to be bandits, were members of Miyetti Allah participating in a federal security operation coordinated through the Office of the National Security Adviser.

The clarification followed public anxiety triggered by reports from SaharaReporters that Nigerian soldiers intercepted a group of armed individuals carrying AK-47 rifles while patrolling in a security vehicle in Ifelodun Local Government Area.

The suspects reportedly claimed they were sponsored by the ‘Ilorin government,’ a revelation that sparked outrage and renewed fears over insecurity in the state.

SaharaReporters had previously reported that residents strongly opposed an alleged plan by the National Security Adviser, Nuhu Ribadu, to deploy armed Fulani herders, popularly known as Bororos, to combat banditry in Kwara.

The plan was said to involve arming non-state actors with AK-47 rifles under a controversial security arrangement.

Both the Kwara State Government and Miyetti Allah initially denied any agreement involving the arming of herders or collaboration with bandits.

However, recent clarifications by state officials have now linked the arrested men to a joint security initiative coordinated by the federal government following deadly attacks in the area.

Speaking on Informant247, Ibrahim Abdulateef, Senior Special Assistant on Communication to the Kwara State Governor, confirmed that the arrested individuals were members of Miyetti Allah incorporated into a Joint Task Force-style arrangement after the September 29 attacks in Ifelodun Local Government Area.

According to him, the Office of the National Security Adviser coordinated a security response involving recognised security personnel alongside local vigilantes and members of Miyetti Allah.

“Under their security setup, they use both recognised officers and a JTF which includes members of Miyetti Allah and local vigilante networks,” Abdulateef said. “In a bid to empower security forces, a patrol vehicle was provided through the local government chairman.”

He added that after completing their assignment, the men allegedly absconded with the patrol van and were promptly reported to security authorities.

“They were later arrested in Auchi, Edo State, not anywhere in Kwara,” he said, adding that the state government had formally written to request the return of its vehicle.

Abdulateef also clarified that the armed individuals originated from Ifelodun Local Government and were neither Yoruba nor apprehended within Kwara State during the subsequent interception.

Meanwhile, Rafiu Ajakaye, Chief Press Secretary to the Kwara State Governor, clarified that one of the individuals named in the confessions, identified as Victor, is neither an officer of the Department of State Services (DSS) nor the Nigerian Air Force, contrary to earlier speculation.

“Victor is a police sergeant attached to the NSA Office,” the CPS said.

He further disclosed that Victor and the vigilante operatives had since exited Kwara State in line with the position of affected local communities, a decision the government said it respected.

The CPS cautioned against sensational reporting of sensitive security issues, describing the situation as a “secrecy dilemma” that requires balance to ensure accountability without undermining national security efforts.

“We are going through a difficult phase in national security emergency. The pain of losing our brothers and sisters and of losing our peace of mind cannot be quantified. Losing a soul is a tragedy — much less many souls,” he said in a WhatsApp post.

The state government called for calm, urging political elites and community leaders to act with restraint and responsibility amid rising tensions.

“But statesmen and patriots aren’t known in time of peace and ease. The elite (who shoulder the burden of guiding the masses) need to handle these whole things with a lot of tact and patriotism,” he said.

“May God guide us, restore peace in our land, expose the evil doers and their collaborators, and make our country stronger, more peaceful, and more prosperous,” the CPS added. “This is a time for careful leadership, not reckless accusations.”

NSA Holds Emergency Meeting With Service Chiefs After Trump Threat

The National Security Adviser (NSA), Nuhu Ribadu, convened an emergency meeting on Monday with service chiefs and leaders of security and intelligence agencies at the National Counter Terrorism Centre (NCTC) in Abuja to review the fallout from U.S. President Donald Trump’s recent comments about Nigeria.

According to reports, the gathering aimed to coordinate a unified response across Nigeria’s defence and intelligence community while reassessing intelligence on the potential implications of Trump’s remarks.

“The meeting is focused on impact assessment, contingency planning, and reinforcing Nigeria’s sovereignty in light of the statement attributed to the U.S. president,” the source told a counterinsurgency expert, Zagazola Makama.

Lanre Issa-Onilu, Director-General of the National Orientation Agency, said after the meeting that the Office of the NSA and senior security chiefs would brief the press on Monday.

He described the U.S. President’s claims as false and a failure of American intelligence.

Issa-Onilu added that the Federal Government remains committed to combating terrorism and urged responsible reporting on security matters.

He said the upcoming NSA briefing would give further details and reaffirm Nigeria’s dedication to religious harmony.

On Friday, Trump designated Nigeria as a country of particular concern.

He cited what he described as ongoing violence against Christians and the failure of the government to protect religious minorities.

Hours later, Trump declared that the United States military might come “gun-blazing” into Nigeria.

“If the Nigerian Government continues to allow the killing of Christians, the U.S.A. will immediately stop all aid and assistance to Nigeria, and may very well go into that now disgraced country, ‘guns-a-blazing,’ to completely wipe out the Islamic terrorists who are committing these horrible atrocities,” Trump said.

Responding, President Tinubu reaffirmed that “Nigeria stands firmly as a democracy governed by constitutional guarantees of religious liberty.”

He further stated that “Since 2023, our administration has maintained an open and active engagement with Christian and Muslim leaders alike and continues to address security challenges which affect citizens across faiths and regions.”

Tinubu described Trump’s remarks as a “mischaracterisation of Nigeria’s religious landscape,” stressing that such claims fail to reflect the country’s diversity and the government’s ongoing efforts to promote peaceful coexistence.

“The characterisation of Nigeria as religiously intolerant does not reflect our national reality, nor does it take into consideration the consistent and sincere efforts of the government to safeguard freedom of religion and beliefs for all Nigerians,” the President declared.

He emphasized that “Religious freedom and tolerance have been a core tenet of our collective identity and shall always remain so. Nigeria opposes religious persecution and does not encourage it.”

Reiterating his commitment to diplomacy, President Tinubu added that “Nigeria is a country with constitutional guarantees to protect citizens of all faiths,” and that “Our administration is committed to working with the United States government and the international community to deepen understanding and cooperation on protection of communities of all faiths.”

Despite these reassurances, Trump told reporters aboard Air Force One on Sunday that U.S. military action in Nigeria remained on the table. When asked whether he envisioned “troops on the ground or air strikes in Nigeria,” he replied: “Could be. I mean, other things. I envisage a lot of things. They’re killing record numbers of Christians in Nigeria … They’re killing the Christians and killing them in very large numbers. We’re not going to allow that to happen.”

The National Security Adviser, Nuhu Ribadu, has slammed the Canadian government after its decision to deny visas to Nigeria’s Chief of Defence Staff, General Christopher Musa, and other top military officers.

Ribadu, who spoke on Thursday at the maiden annual lecture of the National Association of the Institute for Security Studies in Abuja, described the visa snub as “disrespectful” and declared that Canada “can go to hell.”

His reaction came after Gen Musa narrated how he and some senior military officers were denied entry into Canada for an official engagement.

The CDS explained that the delegation had been invited to an event honouring war veterans but was left in limbo after the embassy denied visas to some of its members.

“Every disappointment is a blessing.

“Yesterday, I was meant to be in Canada for an event to honour our veterans—those injured in battle. We were invited along with our team, but while half of us got visas, the other half was denied. It’s very disappointing,” Musa said

He described the move as a wake-up call for Nigeria to strengthen its sovereignty.

“This is a reminder that we must stand on our own, stand strong as a nation, and refuse to be taken for granted,” he added.

Reacting to the development, Ribadu commended the CDS for publicly addressing the issue, insisting that Nigeria must focus on building its own strength rather than seeking validation from foreign nations.

“Thank you for the courage to say Canada denied you visas. They can go to hell,” Ribadu declared.

The Nigerian President Bola Ahmed Tinubu is reported to have settled for the former Chairman of the Economic and Financial Crimes Commission (EFCC) as his new National Security Adviser (NSA).

In a report made available, Ribadu is said to have been selected ahead of two other candidates considered for the top security job.

It was also gathered that the decision is an attempt to fulfill his promise of delivering a “bold, no-nonsense crime prevention reform” to safeguard Nigerians.

President Tinubu evaluated the three candidates for the NSA position before finally settling for Ribadu who is widely regarded as one of Nigeria’s experienced individuals in the field of security and law enforcement.

The Whistler reports that the two other candidates that were also considered are former Minister of Interior and ex-Chief of Army Staff, General Abdulrahman Dambazau (rtd), and the current Director-General of the National Intelligence Agency (NIA), Ahmed Rufai Abubakar.

The NSA serves as the principal adviser to the President on security matters, coordinating various security agencies, providing intelligence assessments, and formulating policies to address the nation’s security challenges.

The NSA position requires a capable and experienced individual who can navigate complex security issues and provide effective counsel to the President, and Tinubu, according to sources, was determined to pick an individual who can help to address the pressing security challenges facing the nation effectively.

While the appointment is yet to be officially confirmed, insiders said that President Tinubu holds Ribadu in high regard and values his expertise and dedication to public service. The selection of Ribadu, when announced, will count among the first few important appointments to be made by the newly sworn-in president.

The State House had earlier announced the appointment of the House of Representatives Speaker, Femi Gbajabiamila, as Tinubu’s Chief of Staff, and Senator Akume George as the Secretary to the Government of the Federation.

With national security being one of the focus areas listed in his ‘Renewed Hope’ manifesto, Tinubu intends to leave no stone unturned in bringing lasting security and peace to the citizens.

“We will mobilise the totality of our national security, military and law enforcement assets to protect all Nigerians from danger and from the fear of danger,” Tinubu promised in the 80-page policy document.
